The Ministry of Health (MOH) oversees the development of health programs, legislations, and designing of health services in Bulgaria. It has 28 regional centers, each of which is to implement national policies and maintain constant communication between local and central health offices. Bulgaria’s health sector has received various assistance from multilateral organizations including the World Bank, WHO, EU PHARE, UN Population Fund, and Global Fund for HIV/AIDS, TB and Malaria. In 2000, a health care system for out-patient care was introduced. The next year, the National Health Insurance Fund (NHIF) launched similar scheme for in-patient services. Both the employee and employer share 3% of the employee’s gross income every payday.
The highest mortality rate for age range of 35-64 remains cardiovascular diseases for both sexes; and cases for men are extremely alarming since it surpassed the average mortality in EU for all causes. For age group of 1-14 years, all causes exceed the EU and reference country averages; the highest cause is respiratory illnesses. The monitoring and reporting system used by Bulgaria for HIV/AIDS related data are still underdeveloped. Despite this the cases of HIV/AIDS in the country remain one of the lowest in the WHO European region and considerably lower than the EU average. The Bulgarian government launched a National Program for HIV/AIDS and Sexually Transmitted Diseases from 2001 to 2007.
