About Career Colleges and Vocational Schools in Argentina
In Argentina, vocational and technical training is called educación técnico profesional (ETP, technical and vocational education). The Technical and Vocational Education Law (Ley 26.058), passed on 7 September 2005, regulates it at three levels: technical secondary school, non-university higher technical education and vocational training (formación profesional). For an international student, the relevant options are mainly the higher technical programmes taught at tertiary institutes and the shorter vocational courses.
The National Institute of Technological Education (INET), part of the national education authority, coordinates public policy for the three levels together with the provinces and the City of Buenos Aires. Most schools, however, are run by the provinces or by private bodies.
How technical and vocational education works
The law sets out three routes:
- Technical secondary school (secundario técnico): plans of study last at least six years and train mid-level technicians (técnicos medios)
- Higher technical education (superior técnico): non-university tertiary programmes that train higher-level technicians (técnicos superiores) in a specific occupational area
- Vocational training (formación profesional): courses that prepare people for work whatever their previous education, offered by vocational training centres, job-training schools, agricultural education centres and similar institutions
Institutions can be state-run or private. Programmes combine general education, technical subjects and workplace practice (prácticas profesionalizantes). Only institutions entered in the Federal Register of Technical and Vocational Education Institutions can issue ETP qualifications, and the National Catalogue of Qualifications and Certificates is the official list of the titles and certificates that meet the law's requirements.
A practical point: the national Directorate for the National Validity of Degrees deals with secondary and non-university higher qualifications. Before you enrol, it advises checking with the education authority of the province where the institute is based whether its titles and certificates are official. Private centres also offer their own courses, which are not official qualifications.
Admission for international students
Each institute sets its own admission rules, and teaching is in Spanish. For a higher technical programme you need a completed secondary education. If you finished secondary school in a country that has an education agreement with Argentina, you must validate (convalidar) your diploma before starting higher studies; the countries include Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Spain, Uruguay and Venezuela, and the procedure is free. Students from other countries follow a separate recognition procedure.
Your immigration status depends on the type of course:
- A full programme in the official system, at a recognised public or private institution, leads to a temporary residence (residencia temporaria) as a student
- A course outside the official system, even at a recognised institution, leads to a transitory residence (residencia transitoria) of up to 365 days
Ask the institute for the enrolment certificate you need for the National Migration Directorate before you travel.
Costs and funding
The National Education Law guarantees free state-run education at all levels and modalities, so public technical schools and higher institutes do not charge tuition. Private institutes set their own monthly fees and enrolment charges; ask for them in writing, together with the official status of the programme. There is no national fee table for private vocational courses.
