Upon successful completion of secondary education, students are normally enlisted into the army (Israel Defence Forces). However, some students request for an extension to study in a pre-service mechina, a college or university in Israel. Students that enrol into a university in Israel at this stage, generally do so under atuda, which is a program where the tuition for the student’s bachelor’s degree is being paid by the army. These students, however, are required to sign a contract with the army, wherein the length of their service is extended by two to three years.
Students wishing to enrol into colleges in Israel are required by the university, to have a certain number of bagrut matriculation units, and a minimum grade average, along with a good grade in the Psychometric Entrance Test. The Psychometric Entrance Test is similar to the American SAT.
The Council for Higher Education in Israel (CHEI) is the licensing and accrediting authority for higher education in Israel. It licenses only eight Universities in Israel to grant a doctorate. Other professional programs and non-university institutions are allowed to provide instruction, albeit only up to the Bachelor’s degree level. CHEI gives educational accreditation and academically supervises eight Universities in Israel. These follow a research-based method of instruction rather than the teaching- oriented method followed at private colleges. All of the eight public universities in Israel, and some colleges are state subsidized, students, therefore, pay only a small amount compared to the actual educational cost, as tuition.
Recent educational trends indicate that there has been a considerable hike in the number of students looking to study social science humanities, business management and mathematics. On the other hand, students who wish to study experimental sciences at universities in Israel are dwindling in numbers.
Most Israeli students are aged between 20 to 24 years at the time of admission to universities in Israel. This is because attending military school is mandatory in Israel. International students do not necessarily need to take military training.

The Israel Government Scholarships are in line with cultural agreements between Israel and recipient countries. About four or five students receive these scholarships each year. Additionally, scholarships are also offered for summer language programs (Ulpan). Academic scholarships are offered for a whole year and include research scholarships. Scholarships can only be granted for universities and programs approved by the ministry. These can be either partial or full scholarships. Applicants for scholarships need to be below 35 years.
