You have to enter the examination hall wearing full academic dress which, in particular, includes a gown. As soon as you are inside you can ditch it (as well as jacket, tie etc). So during the exam itself very few are still wearing gowns. At Cambridge, we only wear them for matriculation and for formal dinners.
